Arc direction (G02/G03) and cutter radius compensation are defined on the selected plane, and direction is judged looking from the + side of the axis normal to that plane. On a vertical MC, +Y is the back of the machine, so viewing the ZX plane (G18) from the front makes the rotation look reversed.

◎On lathes: YZ plane selection (lathes with a Y axis and live tooling)

The same number means something different on lathes (FANUC-type G-code system A). Group 16.

≠Differences between controls and machines

The same code can be written or assigned differently depending on the CNC control and the machine builder. Always check your machine’s manual.
