In NIST, M09 stops both mist and flood
Most M-codes are assigned by the machine builder (Siemens ISO: M00–M89 are defined by the machine tool builder). Always check the machine's operator's manual

The meaning shown agrees in at least two sources (agreement confirmed). Explanations are written in our own words.
